What this PR does / why we need it:

Makes use of kube-state-metrics PR kubernetes/kube-state-metrics#2014 to generate the configuration for the CRD metrics.

TODO:

Which issue(s) this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close the issue(s) when PR gets merged):
Fixes #7158

For testing:

  1. checkout the controller-tools branch
  2. Build the binary and move it over to hack/tools/bin: go build ./cmd/controller-gen && cp controller-gen ../cluster-api/hack/tools/bin/controller-gen-v0.16.1
